Chief Justin Wood
Hedwig Village Police Chief Justin C. Wood holds a Master of Arts Degree in Criminology and is a graduate of the FBI's National Academy. He has been a police officer for over 29 years, beginning his career with the Houston Police Department in 1995. He rose through the ranks, working in many different divisions including Patrol, Homicide, Gangs, Internal Affairs, and eventually retiring as a Lieutenant in the Tactical Operations Division, supervising the Dive Team, Bomb Squad, and SWAT detail. On September 30, 2024, he was sworn in as the Chief of the Hedwig Village Police Department. Chief Wood is married, has two grown children and one grandchild.

 

Captain Paul Warner
Hedwig Village Police Captain A. Warner has been a police officer for over 35 years and is a graduate of the Bill Blackwood Law Enforcement Management Institute. He started his career at the Lake Jackson Police Department in 1989. Captain Warner came to the Hedwig Village Police Department in 1999 as a patrolman and rose through the ranks. Captain Warner has four children and two grandchildren.

 

Civilian Supervisor Amanda Winter
Amanda Winter has been employed with the Hedwig Village Police Department for 16 years. She started out as a dispatcher and was promoted to Civilian Supervisor in 2012. In her current position, Amanda oversees our police telecommunicators and civilian employees. In her spare time, Amanda actively works with dog rescues and is the founder of the Texas Wiener Dog Races.

 

Sergeant Steve Packard
Sergeant Packard has been in law enforcement for over 35 years. He began his career in 1988 with the South Houston Police Department and joined the Hedwig Village Police Department in 1995. Sergeant Packard is married and has five children and seven grandchildren.

 

Sergeant Terry Wu
Sergeant Wu has been in law enforcement for 12 years. Sergeant Wu began his career in 2006 with the Houston Police Department and joined the Hedwig Village Police Department in 2013. Sergeant Wu holds a Master Peace Officer Certification from the Texas Commission on Law Enforcement and is a graduate of the Texas Police Chiefs Association Law Enforcement Command Officer program. Sergeant Wu holds a Public Information Officer certificate from the Bill Blackwood Law Enforcement Management Institute of Texas and serves various duties, such as: Instructor, Firearms Instructor, Crime Scene Investigator, Mental Health Officer, and Field Training Officer.

 

Sergeant Bissett

Sergeant Joseph Bissett has been employed with the Hedwig Village Police department since June 2021. He is a graduate of St. Edward's University where he received a Bachelor of Arts in Criminology. He graduated from the University of Houston Downtown Police Academy in 2018. He began his career in Law Enforcement with the Humble Police Department and was hired at Hedwig Village as a patrolman. Since arriving at Hedwig Village, he has received his Intermediate Peace Officer Certification, Crime Scene Investigator certification and Field Training Officer certification.


Sergeant Marvin Collins
Sergeant Collins has been a police officer since 1979. He has worked in both municipal and state police agencies. He holds both a Bachelors and Master’s degree in Criminal Justice Management and has extensive training in the areas of Criminal Investigation, Tactical Operations, Police Defensive Tactics and Police Training. Sergeant Collins trains in Aikido, Shotokan Karate and is a volunteer guitar instructor with the Guitars for Vets program. He is married and has three grown children and three grandchildren.
