Westside Infrastructure Project
Phase 1 of the Westside Infrastructure Project will begin the week of October 20, 2025. This week, pre-project photos and videos were taken. Stakes have been set marking the City right-of-way - please do not remove them.

Phase 1 of the Westside Infrastructure Project will begin the week of October 20 at the intersection of Merridel and North Lou Al.
Phase 1 will include work on the following streets:
Magdalene (from Joan of Arc to Taylorcrest)
North Lou Al (from Constance to Merridel)
Joan of Arc (east of Magdalene to Constance and North Lou Al)
Please note, sidewalks within the right-of-way (ROW) under most conditions will be removed and replaced. If you have unique materials in your sidewalk, mailbox, and/or driveway, that can be addressed by the contractor during the individual meeting between the contractor and the resident. These meetings will take place prior to construction at each address.
The degree of disturbance between the edge of the ROW and the roadway will vary based upon location. The contractor is responsible for revegetation and restoration of irrigation disrupted by work activities. And, existing drainage from the residence to the roadside ditch or existing drainage system will be restored.
Driveway usage will be restricted for a brief period of time; the contractor will work out the schedule and detail this interruption with each resident.

School Traffic Notice
- Construction will begin the week of October 20, 2025 at the Merridel and North Lou A intersection, and will move westward.
- Expect single-lane traffic at times, possibly delaying access to Memorial High School at the pocket park on North Lou Al and the Denise pedestrian gate.
- To avoid congestion, use the designated school drop-off/pick-up locations:
- Echo Lane entrance (Mustang Alley)
- Gaylord entrance
- Check the Memorial High School traffic map for guidance.
Beginning October 21-22, tree protection measures will be installed on trees located within the Phase 1 area of the Westside Infrastructure Project.
Hangtag notices will be placed on the doors of affected homes tomorrow (October 21, 2025) to provide additional information about the upcoming work.

FAQs
What will happen to my mailbox?
iCON will meet with each resident to discuss how their mailbox will be managed. iCON has coordinated with USPS to set up a centralized temporary mailbox location.
What about my irrigation system and yard?
iCON will replace any irrigation system components disturbed during the construction process and restore vegetated areas. A residents’ irrigation system may be temporarily capped in the right-of-way, but once work is complete the system will be fully restored.
What about my water service?
iCON is coordinating with MVWA on the water service interruptions. MVWA will manage all water service outages, iCON will provide advance notice of an outage and estimated timing of the outage. The goal will be that any outage is limited to daytime hours.
What about my driveway which has a unique quality?
iCON will meet with each resident before your driveway is impacted by construction efforts; the goal is that your driveway will be returned as near to existing conditions as possible.
What will happen with sidewalks?
During construction, the sidewalk along Magdalene will be impacted and generally not available for use. Other sidewalks within the project area will be impacted as well, with duration of inaccessibility limited to less than that of the Magdalene sidewalk.
How will traffic be managed during construction?
iCON will be using flaggers and barricades to manage traffic flow. There will be times when one-way traffic will be required and appropriate signage will be placed. During evening hours and non-work hours we ask residents to be cautious as they drive past work areas and manage one lane traffic conditions.
What about trash pickup?
iCON has coordinated with the trash collection vendor to advise them of work areas. Trash pickup will continue on its normal schedule, but timing may be impacted during the construction period.
What about trees in the right-of-way and on my property?
iCON has reviewed the project limits with the City Urban Forester. A limited number of trees will be removed and numerous trees will be pruned within the City right-of-way. Any trees outside the right-of-way, within your yard, that are in poor health or that may impact the construction of the project will be addressed with the resident on a case-by-case basis.
What about my yard drain pipe?
Existing yard drains which empty to the drainage swale or existing storm sewer system will be reconnected to the new storm sewer system. For each lot, a yard drain tie point will be established for the existing drain(s) or in anticipation of a future drain.
What about my gravel parking area in front of my home?
iCON will restore gravel or paver parking areas once the roadway work is complete.
What is the project timing?
iCON is going to start the initial construction efforts the week of October 26th, with the water line replacement and building of a temporary widened section of pavement to allow for one full drive lane for traffic while the other lane is disturbed. The water line replacement will begin at Magdalene and Taylorcrest. Following the temporary lane construction, roadway removal and reconstruction will progress with the storm sewer installation. The City's website will be updated weekly to show the anticipated work areas and work plan for the upcoming two weeks.
Please be advised that construction hours will be adjusted tomorrow, Friday October 31, 2025, in recognition of Halloween festivities. We understand that residents and children will be walking throughout the neighborhood during the evening.
All work areas will be cleaned and fully accessible by 4:0 p.m. Sidewalks and roadways will remain open, and there will be no disruptions to accessibility. Additionally, all construction equipment will be safely placed outside the walking areas to ensure clear and secure passage for everyone.
